I want to change CT04 DP assign value from single value to multiple value.

Hello,

it is not possible to change the characteristic from single to multiple values, in case the characteristic is used in object dependencies.
You can use the where-used-list (Tx CT12) to find out, in which object dependencies the characteristic is used. You have to set the status to 'locked' at all these object dependencies, then you should be able to change the value assignment from single to multiple values
