Confirmation Required in Control Key

What is significance of PM control key where confirmation required is set. Is there any way to stop TECO other than user status and exit if CNF status is not reached .

Here is some useful info from a previous post.

You could also utilise user-exit IWO10004 (Maintenance order: Customer check for order completion) to perform your customer-specific checks at TECO.

I had seen that post (useful info). Just want to know if it is possible to restrict TECO without use of User Exit or User status like in PP order.
