In PPM we can synchronize status between items, projects etc. But is there any way we can create status checks and rules?
Specifically I'm thing about:
- Make it impossible to create a project from the portfolio item if the portfolio item do not have a certain status.
-Make it impossible to release a project phase unless the decision point has a certain status.
Request clarification before answering.

There is no way to do this "out of the box". It may be possible to achieve this by implementing a custom logic.
With regard to your first example (making an action dependant on the status of the object itself), I think it may not be too difficult to achieve this via BAdI. I have not tested this, but I think that maybe BAdI /RPM/IF_EX_ITEM_API could be used to hide the button for creating projects, and only displaying it when some condition in the item itself is met.
With regard to your second example (making an action dependant on the status of a target object), this is more difficult and I do not think it can be achieve via BAdI: if at all, and enhancement of the standard may be necessary. You can refer to section "Solution" of Knowledge Base Article 2427390 which mentions something similar.
