Can‘t assign resources when creating Project template

I met a question when creating Project template. When assigning candidate or staff, doesn't have the option in menu, the following screenshot is as below:

I think maybe relationship with Project type, but compared other Project types, I don't found any difference. What happened.

Can any experts tell me?

Dear Leo,

The staffing-process isn´t available in a project-template - therefore, it´s not possible to assign a resource to a role.
