Can EPPM be implemented without core modules

I was wondering if EPPM could be implemented and give basic portfolio functionality without it being integrated with the core modules like FICO, PS, and HCM.

It's a special case for a customer that he will later be implementing the rest of the S4hana Core modules and complete the integration

Yes, PPM can be implemented as a stand alone system. You can build integrations to other project management solutions.
