Avoid parallel assignments(multiple assignments in the same timeframe) to a single resource or team?

Hi MRS Experts.

My MRS Planning board allows the same operation to be assigned to the same resource multiple times. The utilization also reflects this duplication. For example, I can assign the same operation(of 1 hour for example) to the same resource, multiple(say for example 3) times. This will create multiple(3) parallel assignments against this resource and his utilization will also show 3 hours.

In the similar manner, my MRS Planning board allows more than one demands to be assigned to the same resource in the same time frame. To illustrate, I have order 12345 with operation 1 from 9 am to 11 am and operation 2 from 10 am to 12 pm. I have a resource X. I can assign operation 1 to resource X from 9 am to 11 am. I can also assign operation 2 to the same resource X from 10 am to 12 pm. This will create parallel assignment (collision) from 10am to 11am. But my business user requires MRS to shift the operation 2 to the next available slot of resource X. So if the resource X is free after 11 am, the assignment for operation 2 should be created in series(not in parallel) from 11 am to 1 pm.

Please advise how to achieve this, because it is a serious anomaly from the business standpoint.
