Avoid inspection lot creation at plant and storage location for recurring inspection

Hi,

Requirement:

If there is a open recurring inspection lot (Inspection type 09) for a material in plant and storage location, then system should not create another inspection lot when transaction code QA07.

I know this is not possible in standard. Please suggest which user exit can be used to achieve this functionality and how.
