I do not get your story 100%. My story would be: a characterics can have data with at max 30 CHARs. If you have something to maintain which is longer you have only two options:
1.) you use a "Phrase" based characteristics
2.) or you use the "user defined text" (but then you do not have any "characteristic" as da "data container"

you did not catched my answer 100%. Therefore: the "user defined text" option is the only option as part of SAP standard to maintain text of whatever length; But there is a big "but". You have to take care your self if you need "translations". (more or less. this need to be handled then by enduser).
But the User Defined Text option is exactly what you need (according to understanding of your demand) (but the user defined tetx is not part of the "class/characteristic screen" but is handled inteh other "tabstrip" (refer to your picture(

still i have no clue what you would like to achieve. Yes it is possible to change the sequence of the "tabs" (this is EHS standard); but why you need to change the sequence? Using your example you still need to navigate between the subscreen; from my point of view: there is no "profit" to change the sequence.

PS: PLease check online help for special phrase called "see user defined text"; there is a very special logic available for this phrase and then you can "link" more easily data in "characteristic" and "user defined text" (But you need still a good "Blueprint" of your design; if you do no thave this. do not act !)
