Allocation and deallocation issue in AFS

Hi All, I have require urgent solution for AFS related Issue ,Details are given below-Our client they have STO process ,while dong delivery they will change storage location manually (as per business requirement) before doing delivery they transferred the stock from MFG storage location to diff storage location(which has required in delivery) and do PGI ,but query is when we check in standard report N/AFS/MD04 system will allocate the STO qty from main storage location i.e MFD its selected by default by the system and deallocation not done because of diff-diff storage location at delivery and in report.

Due to this variance MFD storage location stock shown has been reserved and they unable to do transfer the stock to diff storage location through mov type-311 in future.

My question is how I configure delivery storage location in in stand report n/afs/md04

This matter is most urgent ,still SAP also not given solution on above
