Hello.
The /S4PPM/TASK table may help you.
With a GUID or EXTERNAL_ID to identify the object, you can filter by object type (OBJECT_TYPE), e.g. PPO=Phase, DPO=Project,...).
You can also filter by status for each GUID/EXTERNAL_ID, e.g. if the object is completed (Completed=40).
With this information you can reach the ACTUALSTART and ACTUALFINISH of each object, corresponding to the dates.
I hope it helps you.

Actual dates are only entered on the tasks via confirmation. These actual dates can be used to calculate the scheduled which will roll up to the Phases.

Actual dates are written when you Confirm a Task. There is an app for Confirming Tasks. To get accurate scheduling you need to confirm a task when it is started and in process. Confirm the Start Date and enter a POC or remaining work.
