not sure what you would like to achieve: we have a "best practise" to handle SDS dispatchment demands and this is "simple"
You startwith the SAP SD / SAP EHS interface. And then by using customizing (and if needed additional implementation) you can disptach a SDS for all (or a sublits) of countries. Please check OSS note for SDS disptachment (an set up). This OSS note is mentionad often here. And it is really a good one
