Why was "external code" and "enabled for ESS" removed from the Available Time Type UI

Why was "external code" and "enabled for ESS" removed from the Available Time Type UI, when these fields are displayed immediately underneath in the Available Allowance Type UI?

It's inconsistent, and adds extra steps when configuring new time types in the time profiles.

Good point, 

a new attribute was added to this object and than all the fields have been moved automatically into the details. This is unfortunately standard MDF behaviour. But agreed, this is not good. The overview should present external code and ess enabled as fields in the list.

Let us see if we can bring those back in the next release.
