Hello all,
I have added a new user in IAS but it does not show in Successfactors Employee central Development Instance. How Can I add other users in SF Employmee Central Development Instance?? Is it correct through IAS or not?

I think you may have misunderstood the mechanic of IAS. IAS gets employees via IPS from SuccessFactors (not the other way around). The correct route is normally creating the employee in the SuccessFactors instance so that it gets synced via IPS to IAS. If you are in a hurry you can always trigger the read job manually in IPS or even create the user manually in IAS after creating it in SuccessFactors.

What does it say then? Because if you run the read job there is a log that tells what goes wrong.
It could for instance be that the filters are incorrect (why the sync then doesn't work), that there's something wrong in the data or that the authentication is not in place due to an expired password on the user (or issue with the certificate if that method is applicable).
Then IPS is not properly setup (or not setup at all). You may want to look into that. IPS should normally be scheduled to pick up the employees daily (and the right filtering, transformation etc. have to be setup too). That is most likely the root cause of your situation. There are plently of blogs and documentation on how to set this up, you may want to have a look at those to get this situation resolved.
