which tool can I use to reorder the fields in the Assignment details section?

Hello!

In the employee information of the incentive plan, I need to reorder the fields but I don't know how. I tried in column designer but it doesn't show how I want. Where could I do it?

Fields in the Assignment section are pulled from the Data Model. To reorder fields there, you need to either modify the XML of the data model or use Manage Business Configuration or modify the appropriate background section.

So it would be in the Variable Pay template? or which XML template?

The data model accessible through Provisioning. This is something that is covered by the VP training - you should know this if you are certified and implementing VP.
