I have a requirement that is if the employee works on the weekend, a notification will be sent. I've tried putting a rule in OnPostSave, but it doesn't send any notifications.

You can use my blog for this
Instead of checking previous working day , check for working time for today's date
And also use rule function "Get Working time in hours()" If this returns 0 or Null it means a non working day
If both of the above conditions are met, then set the flag in custom MDF and send alert
That blog approach should be followed for this requirment

.. and is a notification needed or is an alert for a time admin already sufficient? Cause alerts can be done quite easy with a time valuation.
