Warning Message isnt working

Dear All,

I have set up a warning message when job code being updated in a position. It is working correctly in test system and in PRD, everything looks same but not working. Could you guide me, what could be the reason this Raise Message feature from business rule is not working in one environment?

Something must be erroring it out then. Did you do a rule trace, as that will give you the answer?
