Visibility to line managers after employee organization changes in SF

Really need your help. Thanks a lot.

When an employee moves from one organization to another. In Successfactors EC and in the performance management module, can the original line manager still see the historical data of this employee? After the employee transfers the organization, is the original line manager unable to search for the employee?

The current business's requirement is that after the employee makes an organizational change, the original line manager cannot view any historical data of the employee. Can this requirement be realized in SF EC and performance management?

Role based permissions are not effective dated is how I've seen system set up. Because there is not effective dating in role based permissions - dynamically new manager is given permissions to the record and the original manager no longer has those permissions.
