Visibility of Recruiting Applicants in Manage Pending Hires

Hello,

I'm currently implementing Recruiting integrated with Employee Central.

In the transformation template, we have the Target Role defined with R. The Recruiters don’t have permission to Manage Pending Hires (as per customer requirement).

In customer scenario, the users responsible for hiring the new employees (that have access to Manage Pending Hires) are not defined in Job Requisition, since they have no task in the recruitment process. These users have Manage Pending Hires permission, and the Recruiter is included in their target population, but for some reason, they are not able to see any candidates in Manage Pending Hires from Recruiting. 

Any idea on what might be missing?
