This one is a bit difficult to explain but I try. We are currently updating ALL our templates and changing them in our Infocenter. When I define a text style under settings it doesnt go through when I update the template or pages even though there arent local variables.
I can define a bunch of variables on the template page, but would like to default it all.
I guess the main problem is that i dont really understand dominates what and how many places can you define these settings and how are they connected?
Request clarification before answering.
If you change a Text Style resource, that should automatically ripple through to everything that uses that Text Style, automatically, as I believe the style is applied at display time (in the background it creates a CSS file, and that is applied when the page is displayed in the browser).
However, as you note, there are several things that can affect this - most notably any 'direct formatting'. You can apply direct formatting in the Properties of a Text Box (or anything that can hold text) in the Design category. You can also apply direct formatting in the Text Editor. Both of these will override any Text Style settings. And then you can also apply these direct formattings in a Book Page Template, which would then override the Text Styles in any Book Page that uses this Template.
In short, it's very difficult to change your styles globally if there is any chance Authors have overridden the styles anywhere.
That doesn't really help you, I know. But go into one of the text boxes that is not adopting the updated styles, and go to the Source view, and see exactly what is being applied to it. If it uses a CLASS statement it is taking the Text Style. If it uses a SPAN statement that is direct formatting.
(I also assume you've tried Start Editing on all, then Finish Editing > Create New Version on everything, just in case it needs that to pick up the latest changes? [I've seen stranger things, in SEN...].)

just a small addition - you can try to go to Workarea > Generate All Content to create new Project Modes and Book Page Previews which will pick up and text style changes.
