Bonus goals are also not translatable in standard. But for Bonus Goals you could use ALCF fields with a lookup table for translation. It's kind of a white elephant but it's doable. I've done it for a customer not long ago, not for translations but for a complex capping system where the result of some business goals was capped based on the result of others ones.
