User is not happy with the profeciency level present in the qualification and wants to change eg: highly proficient, Avg proficient etc. but user is not able to edit it. your help is highly appreciated.
If you change the proficiency you will get problems for already existing data. If you just want to re-name it, there's not really an issue.
