USER ID , inspite of not availble in the system, throws Error while hiring the employee with the ID

Hi Experts,

I have a user id, which in spite of not being in any of the Active records or Inactive records is creating an issue when I tried to hire an employee using the same User id.

Reproducing the issue:

1.. I tried to hire an employee via Add new employee page.

2. System threw an error: The User ID xxxxxx already exists. Please enter a new unique value.

3. I checked in the Active record list. Not Found

4. I checked in the Inactive record list. Not Found

5. I exported UDF and checked, not found.

I am not sure, why is this issue occurring.

I also referred to the KBA, https://apps.support.sap.com/sap/support/knowledge/en/2529055 but it is not working.

Can someone please help..
