Even if I am logged in with my S-user, I cannot locate the MDF master picklist file in the Software Download Center. Can you help me find and download the file?

In case of error, this KBA also shows how you can get proper support, addressing the issue to the right component (XX-SER-SWFL-FCMS ). This KBA also informs what information must be shared in this Product Support ticket in case there's any issue in downloading the files.
thanks a lot for your reply. Unfortunately, I can neither install nor upgrade the Software Download Center, thus already "failing" at step 3 of the KBA's instruction. I will try reaching out to my SAP Account Manager for help, as I suspect my license model being responsible for the Download Center's unavailability.
