When I create and publish the Simulations and E-learning content using SAP Enable Now, we can activate the Translate icon on the Content Player, as shown in the attached picture. This is a very handy feature for End Users to translate the learning content in the runtime while viewing the content.
Now, my question is as follows:
Similarly, when we publish the Web Assistant (In-App) content on Production Instance, can there be any Translate icon on the Web Assistant Help panel, which can translate the Web Assistant content for End Users in the run time? If not, what can be the standard way to translate the Web Assistant content and integrate the translated conent?

Q1: No, you need that parameter entering in the S/4 system help configuration
Q2.A: Well, here's the thing. Currently, the dynamic translation only lets you translate "help content that is not currently in the user's UI language into another language they choose" (expected to be the UI language, but not necessarily... So if the help content is built in English but the user selects French as their UI language, the content will be shown in English, but they will have the 'Translate' button available so they can choose to have it translated into French - or any of the other languages they choose.
The problem is that if you have your SAP Enable Now system set up in either EXT or UACP mode, SAP already provides help content in many languages. So if the help is currently displayed in English, but the user changes their UI language to French, SAP Companion will just say "Oh, French, cool...we have (pre-built, SAP-provided) help for that!" and will show the pre-built help in French, and they won't have the Translate button, because UI language = help language. This is particularly problematic if you customize the help content in English only, and allow users to choose another UI language, as they will then only ever see the pre-built content (in their chosen language) and not the customized help content you have provided.
Q2.B: Help Topics, Guided Tours, What's New. NOT Learning content - although when the learning content is displayed (in a separate browser tab) you can then choose to translate that into ANY available language.
Q2.C: 40 - depending on the source and destination language. Not all languages can be translated into all others - check the Translation Hub product page for details.

Yes, the same feature is available for SAP Companion (fka Web Assistant). At the moment you will only see it when the user is logged in using a different UI language to the one the help content was created in (that may be why you're not seeing it?) - and it will only be translated into the UI language. There's rumors that in a future release, the same option to choose the target language will be available (release date unconfirmed).

You may add the useMLTranslations=true to the SAP Companion configuration, which will show the in-time translation button in the SAP Companion (Web Assistant) panel. It only appears when the UI language is NOT in English.

Question 1:
If I set "MLTranslations=true" to the SAP Companion configuration, the Translation feature will be enabled on the Web-Assistant Help panel. Can a User with an Administrator role in Enable Now Manager help to set up this configuration?

A. Let's assume that the Web-Assistant Help content is prepared in English. Now, when End User logs into the system (e.g., SAP S/4 Hana), the system UI language is non-English. In this situation, the translation feature on the Help panel can be used effectively. Is that right?
B. What type of content is translated? Will the text in callouts/captions in the Help content be translated?
C. How many languages the content will be translated to?
