Time off - Italy best practice

Hello,

Our client has the following requirement: 

for holidays they need three counters:
1) current vacation
2) Year-1 vacation 
3) Year-2 vacation
The year-1 and year-2 counters should be filled with the remaining balance and bookable date from the "previuos" counter.
ES: the current vacation is for the year 2025 with a bookable date of 30/06/2027 and a balance of 22 days.
On 1 January 2026, a new current vacation for 2026 needs to be created and the remaining balances related to 2025 and its bookable date need to be moved to the vacation counter of year 1,  and so on for other counters:

Is there a way to manage this requirement using time off?
We download the best practice for Italy, but the best practice manages only two counters (ITA VACATION and ITA PREVIOUS VACATION) and this configuration doesn't cover our needs.
