Time account with 3 yearly frequency and account validity

My client want to setup a leave type for 3 years which means time accounts are valid for 3 year and accrual frequency is also 3 yearly. For ex, A/c 

Account Valid From 01/01/2024  Account Valid Until  31/12/2026.

Booking Possible From 01/01/2024  Booking Possible Until  31/12/2026

Accrual Frequency 3 yearly and accrual say 30 days.

Next time if employee completes 3 or more years with Org his accounts should be created as follows,

Account Valid From 01/01/2027  Account Valid Until  31/12/2029

Booking Possible From 01/01/2027  Booking Possible Until  31/12/2029.

Booking period can be adjusted by "Account booking offset" or "Time Account Configuration Rule" but is there any provision to change accrual frequency to 3 yearly and time account validity?
