THR83 Practice system - Legacy Candidate workbench not appearing

I'm going through the practice system for THR83 - Recruitment exercises.  One of them says that I should see the Legacy Candidate workbench option.

But in the system I'm unable to see this option, 

I checked Admin Center -> Manage Recruiting Settings and cannot find the checkbox for Enable Latest Applicant workbench
