Hello Team,,
There is a requirement to include termination employees for Bonus pay review.
I have revisited EC eligibility/global eligibility rule to include employees so that under employee history data file records can be pulled,. Manager form eligibility rule/ bonus form eligibility rules are also changed as per attached screenshot.
Still we are not able to generate worksheets for these terminated employees

A few additional questions ?
1. Is the employee showing in the employee history ?
2. If answer to #1 is Yes, did you check "Include inactive users" in Plan setup > Define planner ?
3. If you #1 and #2 are Yes, what is the Termination reason of the employee ? It could be that you are facing a situation like I did which lead to this post which I encourage reading :
