Is there anyway to add 'Tags' to documents that you have imported into Enable Now such as pdf's, mp4 videos, etc.? If not, do you have work arounds or suggestions on how to identify documents for context sensitive search help from within SAP?

If you're not seeing the Tags option then you have probably imported the document as a 'file' and not as a 'Media Object'. It's best to use Media Objects for several reasons - one being that you can specify Tags, Keywords, etc for them. (Tip: If you have already imported them as files, you can convert them to Media Objects via menu option Tools > Workarea Structure > Convert Files to Media Objects. Best done for a single Group.)
If you want the objects to be 'suggested' as help then tags are not the correct way to go. Instead, you need to use context (against the Media Object). If you are using Context Help enter the context info (e.g. TCODE=VA01) into the Context property. If you are using Desktop Assistant or Web Assistant, click the Record Context button and select Web Assistant or Desktop Assistant from the drop-down. (Pretty much as Shane says.)
If I had to take a guess, I'd say my point (1) above (not importing as Media Objects) is behind all your struggles...

Yes, there is a Tags property (under Basic Properties - not the property with the same name under Protocol) that is also available for Media Objects, but this is only really available to Authors within Producer (it is not user-facing) - see here. In theory you can predefine filters using Tags but Trainer filtering doesn't work with the Cloud version (at the moment). If you want users to be able to search on tags, consider using Keywords instead. If you want to categorize content in Desktop Assistant, use Content Categories.

I'm not seeing that option under Basic Properties? I'm in Producer?
We mainly want to be able to use Tags to tie relevant content to our Help feature in SAP. SO that when you're in a certain transaction and select 'Help' it will automatically populate training materials for you for that specific transaction, based on tags. Is there a better or different way to acheive this?

There are two (main) means of providing context sensitive help for SAP using Enable Now, depending on the version of SAP. The two means are, Desktop Assistant and Web Assistant. To deploy content through Desktop Assistant or Web Assistant, the PDF documents, videos and other media files must be embedded into an Enable Now Media Object. They can either be imported into Enable Now as Media Objects, add a Media Object into Enable Now and link to the media file, or can be converted at Media Objects at a later date. Once they are in Enable Now as Media Objects you will be able to assign contextual information to the object, which is used to link the object to SAP.
After embedding your media files into Media Objects in Enable Now, select the Media Object in Producer and click the Record Context (red circle in a rectangle) button in the top middle part of the Producer screen. This will allow you to assign the relevant context, either Desktop Assistant or Web Assistant, to the Media Object so that it can be displayed through the corresponding from of context sensitive help.
