Successfactor to SAP ERP Replication Error

Little background first. We recently copied SAP Production to our SAP Dev environment. I cannot see any configuration differences, I updated the target system in SAP Dev, the BADI ECPAO_IN_EXT_PERNR_MAP is active (see below) and matches what is in the production script, and I'm still seeing error ' Personnel number 00000000 not permitted' when I try to replicate from SF to SAP.

Any help is appreciated. I cannot find any notes or KBA's other than for this BADI.

Thank you. I misread information for updating PA04 and how we are using the intervals.
