Are skills mandatory for migrating to TIH? My client does not use skills but has Capabilities and wishes to migrate to TIH.

Request clarification before answering.
The standard attribute types today are "Skills" and "Competencies." You can however create any number of "custom" attribute types, with or without a proficiency level. So the answer is no, Skills are not "required."
I do wonder if it is just a question of semantics here though. You should determine if "Capabilities" is really synonymous with Skills or competencies, and what you really need to do is modify the existing labels in the system.

We are moving to TIH however the migration seems to be possible to only Competency Attribute in TIH?
My concern is we no longer use the term competency anymore and for us it is "Skills" in all the systems.
When you say renaming in the above comment - can you expand on where can we do this to no have to do a double migration of data from competency attribute to skill attribute
