SF Recruiting - Stopping Existing candidate submision

I know that the SF RCM / Recruiting Management allows existing candidate be uploaded should his ownership be void. Is there any way to stop this?
I am thinking that if the same candidate is being added by another agency / ER its a an extra cost for me when, external parties are submitting the same candidate which is already there in my database and i dont have full ownership of the candidate even after other ownership becomes void.

I want to have the candidate as company owner once the candidate's agency or employee referral ownership period is over. How can i do it?
