SF : Performance Management - Form Diagnosis Tool Access

Hi Experts,

We have an issue in SF : Performance Management related to a form for an Employee.

May I know if there's a way to get or request access to enable the "Form Diagnosis Tool" under provisioning? When we raised a ticket to SAP they said providing access is out of their support scope.

We did find that, for partners there is a separate process as per note # 2225508 - Form Diagnosis Files - Performance Management." but the process isn't clearly mentioned.

With this tool we might get some more information.
