Yes, if the associated instructor-led item is in a catalog accessible to the user and there are no future scheduled offerings. The item snap-shot / details page in the Learning Administration has A More Related tab for item request on which administrators can view submitted requests. There is also an item requests report.
It the item has minimum registrations and contact email set then the system will send a notifcation to the contact email when the number requests reaches the minimum registration number.
