Currently, even with the setup of IAS/SSO for employee sign on, an employee is able to access a SFInstance from a non-company device, example personal laptop. Is there a way to restrict an employee to not access SF Instance from any other device other than company approved laptop or mobile?

Well you could go for IP whitelisting, but the problem that arises then is that people that for instance work from home (unless you use VPN perhaps and your company by default supports that) cannot get in. Otherwise the solution should really lie on the IT (IAM) side, because they determine who is accepted and not and based on what criteria (SuccessFactors/IAS by my knowledge can only restrict it via IP, as conditional groups usually only provide an extra layer in IAS for stuff like the email you login with and is likely not useful here).
