Here are the steps

Log in https://partneredge.sap.com
Hover over Products and then click SAP SuccessFactors HCM
Click ‘SAP SuccessFactors Employee Central’ under Core HR
Click ‘Tools & Assets’ under Implement
Click ‘Employee Central’ under Core HR
Click ‘configuration workbooks’
Select the workbook you need & download
