We use SAP Enable Now Web Assistant (SAP Companion) for target applications, which can be Web-based as well Desktop-based, for example:
So, in terms of SAP Enable Now licenses, which type of licences (On-premise or Cloud) are best-recommended for the Web-based and Desktop-based target applications?

Which license type you use does not matter to whether you use SAP Companion and/or SAP Companion for Desktop. The same licenses will let you use either (along with all other components of SAP Enable Now).
The on-premise vs. cloud license depends on where your SAP Enable Now instance is located - either SAP's servers in the cloud, or your company's own server. The only difference is with an on-premise instance you have a distinction between 'creator' licenses and 'consumer' licenses. Cloud has only one type of license which can be used for creation and/ore consumption.
