Is it possible to have Salary recommendation forms for new employees (salary ranges, min max and average of peers in department, group and company. Work flow for approvals etc.) using Guideline Modeling or any otehr SF features?

Everything from your list is possible EXCEPT for "Min Max and average of peers in department/group/company". We provide a table where customers can load external ranges (market ranges) but we don't have a tool that calculates what some customers call an internal compa-ratio and which corresponds to your requirement.

It can be built with Cloud Platform Integration on an demand basis and a very high cost (3-4 weeks of development).
