Role Based permission in EC

Hi,

We have a requirement that a HRBP should be able to view and edit data for some divisions and he should be able to view all the data in one location.

eg - We are having 4 division - A, B, C & D and locations X,Y, Z. So the HRBP should be able to edit and view data for B & D and view data for location X.

For the above requirement I created 4 permission groups 1) HRBP_Edit_View_Div_B_D and assigned the user to this group and 2) Created All_Employees_Div_B_D (I got total of 45 employees). Then in the permission role (HRBP Edit & view) I assigned the group HRBP_Edit_View_Div_B_D and target population as All_Employees_Div_B_D.

Then I created another group as 3) HRBP_View_Location_X and assigned the same user to this group and 4) Created All_Employees_location_X (I got total of 1400 employees). Then in the permission role (HBP_View) I assigned the group HRBP_Location_X and target population as All_Employees_Location_X.

But when I am testing the user I could just view and edit data for 45 employees and can not view data for location X. Can you please let me know if i am missing something or what wrong I did.
