RMK Custom XML Feed - Cost for Customers

If a partner, creates custom rule for RMK custom feed, does client still get charged yearly for individual custom XML feeds ? On partner edge its mentioned that : 

Individual custom XML feed cost = $1000/annual (Refer Recruiting Job Distribution overview - on Partner Edge RMK)

Want to clarify, as a partner if we create some custom feeds for a customer, does SAP still charges for an annual amount ? as it says - Paid Subscription ..

Please find below KBA explains about XML feed in detail and also mentioned about Cost of Custom XML Feeds: 

These types of feeds will require additional service effort by SAP PS or supporting partner and will only include the initial creation support.  For any future rule modifications, additions or troubleshooting this will require a minor, separate engagement to facilitate changes.  The cost of the effort would need to be determined after review of the requested changes and the amount of time expected to complete them.
