Restriction of negative balance based on accrual amount for employees

Hi Dear Experts;

How to restrict negative balance for employees have different seniority based on their different accrual amount?

Assume that User A has 20 days of accrual amount. (User can use max 20 days for annual leave). User B has 14 days of accrual amount. (User A and B have different accrual amount because they have different seniority)

User A can't request nagtive balance more than -20 days and User B can't request negative balance more than -14 days. How to restrict negative balance for Users based on their accrual amount (accrual amount differs by seniority)?

I created this rule below which It didn't worked ( I Influenced by this KBA )

In case you might want to know; Balance Cannot Fall Below is null in Time Account Type. This limit can not be certain number It has to change base on employees accrual amount as I explained above.
