Restrict User to make changes to Payroll Area effective start date of next Pay Period

We have to create a business rule under Compensation Information, so that changes made to Payroll Area are effective Begin date of next Pay Period.

In order to achieve that we have created a Variable to Get Start Date of Next Pay Period(). And under If Expression applied a condition that "

If

Compensation Information Model.Payroll Area.Value is not equal to Compensation Information Model.Payroll Area.Previous value 

And

Compensation Information Model.Event Date. Value is not equal to Variable (var_Begin date of Next pay Period))

Then

Raise "Error Message"

But, we are not able to get Start Date of Next pay Period with the help of this variable. May I know if any one has applied a business rule to achieve this. Thanks!
