report Learning Hours

Hello experts,

if user run the standard report "Learning Hours" they get a list of all completed and not completed classes, items, programs.
Should it not be that in this report are listed only learnings which are completed? For whatelse should be this report?

Have a look at the entries at the user
nicht teilgenommen = not completed

and the result of the report
