Recruitment: Job requisition progressing candidates in assessment

Hi, 

When progressing a successful candidate under "recruitment" in a job requisition, can a candidate have visibility of any attachments uploaded by the hiring manager such as interview notes or reference checks in the "application" drop down tab? Not all job requisitions have the option to upload documents under the "assessment" tab even if candidates are sitting in this tab.
