RBP Hierarchy Order

Recently came across quite a complexly built RBP for a project. Is there any rule of hierarchy in terms of roles and grant/target groups?

For example:

  • Role ABC: View all Personal Info, edit all 5 custom MDF in people profile, edit Job and Comp Info, Grant: HR Admin - USA, Target: All USA employees
  • Role DEF: View all Personal, view 2 out of 5 custom MDF in people profile, view Job and Comp Info, Grant: HR Admin - All, Target: All employees

In this scenario, which Role ultimately follows HR Admin - USA? Is there a hierarchy especially on overlapping permissions and targets?

As organisations have different sizes (and therefore have to go for different solutions), there's no 1 size fits all for this. For HR Admins I'd rather give them the same role, just with a different target group as that is more clear and way easier also in terms of maintenance.
