How can I add the custom tile in Quick Actions?

You cannot unfortunately, at best you can add something to the favorites tile.

was this function it still not available? i have created a custom tile for quick action as but fail to launch.
That actually was a thing for the next release, so I think as of next week you'll have it as an option
