Pulling login data in Stories

Hello. I'm trying to create a report in Stories pulling in Login data. I'm unable to get the report to return any data. I found this KBA -

It makes a point of calling out "The results in the query are determined on the user's target population. We are not able to change the People Scope of the report for Login Data in Stories in People Analytics"

I checked my access and my target population is set to all employees. I also tried a manager with direct reports and 2 additional clients with no luck in any of those scenarios. Perhaps this area is not working properly? Has anyone been able to get to this data in Stories. Anything I need to do to make this happen?
