Hi,
If I create a basic workflow such that: master authors assign projects to SMEs and then SMEs assign back projects to their master authors once the recording has been done and completed. Within this scenario, are SMEs able to publish the content before it reaches the final stage "master author" where it is suposed to be approved and published ?

Look at your role and what permissions you have given your SME's you can remover the publish permission and then only Master Authors and Publish.

You can also set a specific Step of the Workflow to trigger publishing. But to Jesse's point, the person executing that Workflow transition needs to have permissions to be able to publish, and then only that person (Role) should have publish permissions.
