Publish to Multiple Non Recurring Pay components from Variable Pay template

We have a requirement if it is possible to publish to Multiple Non Recurring pay components, As of now i could think of manual option to may be update the PCP code in XML and publish based on filters, but It looks much of work, is there any other effective way to do so?

Directly on the code is the best approach in my opinion, because there is no way to publish in the Employee Central the Non Recurring Payments automatically without the XML code.
