Program item is not recording when it's completed outside the program

Program item is not recording when its completed outside

We have a program with 4 items and one of the item in that 4 item, user has completed outside which is like normal item completion.

Will that outside completed item completion come over to the program status as well?

If not what are the possibilities

No it has not been set! Also the program is scheduled type and the 3rd item it is showing coming in April

Ok. It looks like the item completion is from before the program assignment. If that's the case, if you change the item completion to a date after the program assignment, does that complete the item in the program?
